Council Rules, 18% Rate Increase, & Local Budget Gaps.

During public comments at the February 17, 2026, Federal Way City Council meeting, I addressed the difference between following the letter of the law and honoring its spirit.

I acknowledged that the council met the basic legal requirements for its special meeting, including providing notice, accepting public comment, discussing the motion, and voting. However, I argued that the process and its appearance raised serious concerns.

I also called for consistent enforcement of council rules. When speakers engage in naming, yelling, clapping, or other prohibited conduct—or when councilmembers raise a point of order—the presiding officer has a responsibility to address it fairly and maintain order for everyone.

Finally, I urged city leaders to focus on the local issues they can directly control. I raised concerns about a proposed 18% Federal Way Community Center rate increase and cited reported budget problems involving sales-tax and REET revenue, red-light-camera revenue, and changing expenditures.

Following the rules is important. So are transparency, fairness, responsible budgeting, and public trust.
